Andrea
Wagner: Ein Human Development Index fŸr Deutschland und die Entwicklung des
Lebensstandards
im ãDritten ReichÒ, 1933–1939
The paper uses the concept of human
development and its measurement, the Human Development Index, to examine
welfare changes in Germany between 1933 und 1939 on a regional level. A ÒGerman-specific
Development IndexÓ reflecting GermanyÕs specific priorities and problems is
applied, too. It is argued that the standard of living may have been higher in
1939 than in 1933 through the decline in unemployment, even if a stagnation in
income and health and a decline in education possibilities is taken into
account. This result confirms what we know from the statements of many
contemporaries. From a retrospective view however, the balance sheet of success
of the Nazi economic policy to increase peoplesÕ living standards seems to be
rather meagre.
