Eine Fallstudie zum Kreis Westhavelland
1893–1907
This contribution examines the constituency of Westhavelland (Berlin
area) between 1893 and 1907 and especially the development of its businesses.
Reports of local political leaders analysed the situation of the industry. They
present the possibility of evaluating the position of the industry and their
regional as well as international significance in that timeframe. The study
shows that the local politicians mostly served the needs of the local
enterprises whereas interests of other groups were only of minor interest to
them. The local economic policy was constantly adapted to the changing
situation. Growing markets under the guidance of the local District
Administrators (in German: ÒLandrŠteÓ) could often be reinforced on
a national level whereas disadvantageous economic developments could be
readjusted. The relative independence of the local politicians enabled Òsystemic
learningÓ which had its own repercussions on West-Prussian business policy.
Unfavourable developments could furthermore be readjusted by renouncing on
economic subsidies.
